Comprehensive Plans

A comprehensive plan is a written document that identifies the goals, objectives, principles, guidelines, policies, standards, and strategies for the growth and development of a community.

That's the short answer. In reality, comprehensive plans are complex documents. When working with a community on thier comprehensive plans, we prefer to concentrate on the act of planning comprehensively, rather than the document itself.
